Issue with Opening Pictures

When I create a shortcut key to open a picture .jpg format, windows prompts How do you want to open this file? Without using Type it In it doesn't do this, it opens it with the default photo viewer, which is set to windows photo viewer. How can I fix this, what is causing it?
